Lisa Borgen grew up in Moorhead, where she graduated from Moorhead High School (Go Spuds!) and Minnesota State University - Moorhead (Go Dragons!). She earned her Juris Doctorate from the University of North Dakota School of Law. She established her own law practice in Moorhead, and was elected Clay County Attorney in 1998 and 2002.

In 2006, she was appointed to the District Court Bench by Governor Tim Pawlenty and was elected to that position in 2008. After more than seven years on the bench in Moorhead, Lisa transitioned to the private sector. She served as Vice President of Administration at American Crystal Sugar Company for over a decade before retiring in 2024. Lisa was elected to the Moorhead City Council in 2024 and currently serves in that role.

Lisa and her husband, Brad Borgen, are both proud Moorhead Spuds. They have four grown children, and four grandchildren - most of the family remains in Moorhead and Fargo. Brad currently owns a small business in Moorhead, which has operated for over 25 years.
